Chicago Teachers Union (CTU) and the Chicago Public Schools (CPS), Mayor Brandon Johnson has placed the blame for the stalled negotiations squarely on CPS CEO Pedro Martinez.
According to Mayor Johnson, Martinez’s budget failed to account for a potential increase in teacher salaries and pension benefits, which he claims is the reason why an agreement with the teachers’ union has yet to be reached.

Martinez, who has long resisted the idea of CPS taking on additional debt, continues to remain in his position and is still part of the ongoing negotiations. This is largely due to his contract, which ensures that he stays in place for a six-month transition period unless he is fired for cause.
